The moral of this true story for starters on Turkey is to never take anything at face value in Turkey's wild politics.

Turkish-Russian relations have been transformed in a unique way since the late 1990s. Ever increasing economic relations have paved way for better political relations, bringing cooperation perspectives to fore while having competing agendas at the same time. The past several years witnessed confidence building between the countries as the relationship rose to the level of a multi-dimensional partnership; however, there are also ideational and material factors that limit Russian-Turkish partnership. The future of multi-dimensional partnership will largely depend on both countries’ ability to set a strong structural base for mutual and long-term beneficiary relationship.

The birth pangs of a new human geography and geographic imagination are being felt across the Middle East. As the ethnic and sectarian models of cultural and political identities are being questioned, new patterns of cultural affinity and association are emerging with a new sense of shared history and common geography.         

Turkey’s new seat in the UNSC marks a historic achievement for Turkish foreign policy since 1961. Turkish diplomatic corps around the world and political leaders have lobbied towards this end since 2003.

The rise to power of Turkish Prime Minister Tayyip Erdoğan marks a new era in positive Turkish-Syrian relations. The new Syrian attitude towards Turkey represents a break from past: Syria considers Turkey a reliable partner for brokering a peace deal between Syria and Israel, and Turkey offers opportunities for political and economic cooperation for improving the welfare and security of two countries. The Syrian administration considers Turkey’s partnership to be a key factor in its attempts to achieve integration into the international community, a solution of the problems with Israel, and the securing of territorial unity in Iraq.

Turkey has been involved, historically and demographically, with many of the regions of “frozen conflict” in post-Soviet space. At this point, one might consider the position of Turkey as being at the epicenter of Euro-Atlantic and Russian extremes concerning the frozen conflicts. Georgia, since 1991, has been considered a valuable “strategic partner” by Turkey for several reasons. Turkish Prime Minister Tayyip Erdoğan’s Caucasus Pact idea is a good opportunity to create an inclusive (Russia+Turkey+Georgia+Armenia+Azerbaijan) new foreign policy approach at this stage. This approach should be merged with the representation of all the frozen or unfrozen conflict areas, peoples, ethnic groups and regions included under the roof of such an alliance.

Perhaps the most consequential and drastic decision in Turkish foreign policy in recent months was to engage in direct negotiations with Kurdish Regional Government in northern Iraq. This is significant because, since the onset of Iraq War in 2003, Turkey has sought to ignore or marginalize Iraqi Kurds, and has refrained from all acts that could be viewed as concessions or de facto recognition. Although the Iraqi Kurdish leadership has received red-carpet ceremony in Ankara in the1990s, Turkish foreign policy toward northern Iraq, since the war, has been stymied by anxiety and emotional rhetoric. Indeed, the fear of Iraq’s disintegration and the rise of an independent Kurdish enclave in the north, inspiring or even assisting separatist sentiments in Turkey, have appeared to cloud the possibility of rational evaluation of the pros and cons of policy alternatives. As a result, the policy of projecting illegitimacy to the Kurdish Regional Government has cost Turkey a significant loss of clout not only in northern Iraq but also in the wider Iraqi political affairs, as Kurds have come to occupy significant positions in the central government as well.

Turkish policymakers exhibit a high degree of self-confidence and willingness to pursue intensive diplomatic initiatives in the Middle East. Turkey pursues a multi-dimensional policy line to foster peace and stability in the region, and has already enjoyed some degree of success. Turkish policymakers seek to utilize Turkey’s good relations with Syria and Israel to wield an influence on these countries to facilitate Israeli-Syrian negotiations. The increasing level of trust to Turkey’s new image of civil-economic power in the Middle East and the U.S. support for Turkey’s potential contribution to chronic problems of the region have made Turkey a potential mediator in the decades-long Syrian-Israeli conflict.

After the collapse of the Soviet Union, a Turkish world from the “Adriatic Sea to the Chinese Wall” became a new topic of discussion in Turkish policy circles. While Turkey tried to develop close political, economic and cultural relations with the newly independent Central Asian Republics, the mid and late 1990s witnessed a steady decline in the relations and failed to produce any concrete results. With its new foreign policy outlook, Turkey is seeking to increase its field of sphere in Central Asia by revitalizing its efforts to reconnect with the sister Turkish states. Security, economic cooperation, energy and civil society initiatives are the new dynamics of the Turkish-Central Asian relations.

Female students with headscarf are currently prevented to enter the university in Turkey although there is no legal ground for such a ban. The ongoing controversy about the type of clothing for female students at the higher education institutions has become more intensified since the recent constitutional change in February 2008 to lift the de facto headscarf ban. The debate over this question revolves around whether headscarf is a religious attire or a political symbol, whether it should be banned to protect the secular foundations of the state or conversely allowed on the basis of individual freedom of religion as a corollary of secularism. The solution lies in the implementation of constitutional amendments without a further delay.
