Turkey and the Russian Federation: An Emerging Multi-Dimensional Partnership

Turkish-Russian relations have been transformed in a unique way since the late 1990s. Ever increasing economic relations have paved way for better political relations, bringing cooperation perspectives to fore while having competing agendas at the same time. The past several years witnessed confidence building between the countries as the relationship rose to the level of a multi-dimensional partnership; however, there are also ideational and material factors that limit Russian-Turkish partnership. The future of multi-dimensional partnership will largely depend on both countries’ ability to set a strong structural base for mutual and long-term beneficiary relationship.

The 2009 Gaza massacre is not the first incident where Israel has killed, pillaged and destroyed Palestinian lives. In 1982 the Israeli Defense Forces (IDF) under Ariel Sharon allowed the killing of more than 2,000 Palestinians in two Palestinian refugee camps in Sabra and Shatila.  

There are two main reasons for the Turkish outcry. First of all, Turkey has been acting as a facilitator between Israel and Syria over the last year or so. According to Turkish Foreign Minister Ali Babacan, the two sides were very close to moving to the next stage of direct talks. This would have been one of the most important breakthroughs in the Middle East in a long time. After the war on Gaza started, the Syrian-Israeli talks were suspended

The meeting between Prime Minister Recep Tayyip Erdoğan and President George W. Bush at the White House last Monday was expected to be a turning point for Turkey’s war on Kurdistan Workers’ Party (PKK) terrorism as well as for US-Turkish relations; at least some on the Turkish side thought so. While Prime Minister Erdoğan said he was happy with the outcome of the meeting, it is simplistic to interpret this as a watershed event in US-Turkish relations.  

The rise to power of Turkish Prime Minister Tayyip Erdoğan marks a new era in positive Turkish-Syrian relations. The new Syrian attitude towards Turkey represents a break from past: Syria considers Turkey a reliable partner for brokering a peace deal between Syria and Israel, and Turkey offers opportunities for political and economic cooperation for improving the welfare and security of two countries. The Syrian administration considers Turkey’s partnership to be a key factor in its attempts to achieve integration into the international community, a solution of the problems with Israel, and the securing of territorial unity in Iraq.

Turkey has been involved, historically and demographically, with many of the regions of “frozen conflict” in post-Soviet space. At this point, one might consider the position of Turkey as being at the epicenter of Euro-Atlantic and Russian extremes concerning the frozen conflicts. Georgia, since 1991, has been considered a valuable “strategic partner” by Turkey for several reasons. Turkish Prime Minister Tayyip Erdoğan’s Caucasus Pact idea is a good opportunity to create an inclusive (Russia+Turkey+Georgia+Armenia+Azerbaijan) new foreign policy approach at this stage. This approach should be merged with the representation of all the frozen or unfrozen conflict areas, peoples, ethnic groups and regions included under the roof of such an alliance.

Currently, GAP is a regional development project that covers nine southeastern provinces extending over the wide plains in the basins of the lower Euphrates and Tigris rivers. Political and economical instability in Turkey in the 1980s diverted attention from the GAP Project and led to consecutive failures in meeting official targets for its progress within the initial time framework. Within the last five years,  

Turkish policymakers exhibit a high degree of self-confidence and willingness to pursue intensive diplomatic initiatives in the Middle East. Turkey pursues a multi-dimensional policy line to foster peace and stability in the region, and has already enjoyed some degree of success. Turkish policymakers seek to utilize Turkey’s good relations with Syria and Israel to wield an influence on these countries to facilitate Israeli-Syrian negotiations. The increasing level of trust to Turkey’s new image of civil-economic power in the Middle East and the U.S. support for Turkey’s potential contribution to chronic problems of the region have made Turkey a potential mediator in the decades-long Syrian-Israeli conflict.

The escalation in attacks by the Kurdistan Workers’ party (PKK) on Turkish troops and civilians has brought Turkey to the brink of war with the Kurdish authorities in northern Iraq. Recep Tayyip Erdogan, the Turkish prime minister, has declared that unless action is taken against the PKK, Turkey will act unilaterally. Despite the intensifying rhetoric, however, the crisis may be an opportunity to find a lasting solution to the Kurdish problem in Turkey and the region
